Trends in Gambling Regulation and Practice

The central task of the GGL is to regulate the German online gambling market by reviewing and approving online gambling offers. Its goal is to ensure that gambling operators comply with the respective regulations.

While the GGL has set up its new processes during the past months, the Federal States and the gambling industry have also prepared for the new regulatory status: For example, on the regulatory level, model ancillary provisions for advertising have been published – and are since heatedly discussed by market actors and legal experts alike.

At the same time, the GGL is already making its mark. The first 6 months of centralized enforcement activities send a clear message: Powerful tools like IP and payment blocking are used. In parallel, the set of rules for the licensed market is being interpreted and advanced. In this field, both the 16 Federal States and external stakeholders are involved in shaping the regulation’s design.
