Hogan Lovells advises UK Government on Energy Bills Support Scheme

Press releases | 04 October 2022

4 October 2022 – A Hogan Lovells team led by London energy partner Ben Sulaiman, has advised the UK Department of Business, Energy and Industrial Strategy (BEIS) on the structuring and delivery of the Energy Bills Support Scheme (EBSS). The scheme, which launched on 25 September, will deliver to 29 million households £400 reductions against their energy bills.

The £400 discount, administered by energy suppliers, will be paid to consumers over six months with payments starting from October 2022, to ensure households receive financial support throughout the winter months.

The Hogan Lovells team was led by London partner Ben Sulaiman together with public law partner Julia Marlow and finance counsel Nick Tidnam.

Hogan Lovells' work on EBSS is one of a number of recent energy market mandates acting for UK Government, and positions the firm at the centre of energy market regulatory developments. Hogan Lovells is also advising BEIS in relation to the administration of Bulb Energy Limited, the first use of the energy supply company administration regime.

Partner Ben Sulaiman commented on the scheme:

“We are delighted to have successfully advised BEIS on the structuring and delivery of the Energy Bills Support Scheme, which is a first-of-its-kind grant to consumers.  The scheme will play a significant role in easing the pressure on household budgets during a time of rising energy bills.”
