Brian Curran has been operating in the U.S. national security sphere for more than 30 years, first as a 10-year veteran of the U.S. Intelligence Community (IC) and now as a partner at Hogan Lovells focused on (i) national security reviews conducted by the Committee on Foreign Investment in the United States (CFIUS) and (ii) the U.S. outbound investment security regime, through which the U.S. Government is attempting to address threats posed by certain U.S. outbound investments into countries of concern.

Brian represents a wide variety of clients before CFIUS, including foreign multinationals, private equity investors, and family offices around the world, including in China, Israel, Singapore, Japan, France, Spain, Luxembourg, the Netherlands, Germany, Australia, Canada, and the United Kingdom. He also represents U.S. companies before CFIUS – from technology start-ups to large, publicly traded companies.

Brian's clients operate in a variety of sectors, including energy, life sciences, social media, aerospace and defense, telecommunications, cybersecurity, and semiconductors. Brian assists clients in securing CFIUS clearance, negotiating and complying with mitigation agreements imposed by CFIUS, and responding to non-notified transaction inquiries posed by CFIUS.  Brian is also advising clients on the development of internal compliance programs focused on the U.S. outbound investment security regime.

Secured CFIUS clearance for JX Nippon Oil & Gas Exploration Corporation in connection with a carbon capture and CO2-enhanced oil recovery project.

Secured CFIUS clearance for NTT Com regarding its acquisition of Secure-24 Intermediate Holdings, Inc., a provider of managed services.

Secured CFIUS clearance for SES S.A. in connection with its acquisition of Leonardo DRS Global Enterprise Solutions.

Secured CFIUS clearance for Marvell Technology Group in its US$6bn acquisition of Cavium, Inc., a U.S. semiconductor company.

Secured CFIUS clearance for ALSTOM in its sale of its thermal power, renewable power, and grid businesses to General Electric (GE) and its acquisition of GE’s rail signaling business.
