Jennifer “Jenny” Fleury is an accomplished trial lawyer with an impressive track record in both the government and the private sector.
Most recently, Jennifer served as Deputy Chief Trial Counsel for the Federal Trade Commission’s Bureau of Competition. At the FTC, Jennifer led high-profile antitrust cases, including serving as lead counsel in the FTC's successful block of an acquisition of Propel Media. In her role as Deputy Chief Trial Counsel, she helped oversee the Bureau of Competition’s litigation docket, advised on trial strategy, supervised teams of FTC attorneys, and advised FTC Commissioners and shop management on litigation decisions and risks. Jennifer’s work has been recognized for its impact on antitrust law, particularly in the technology and healthcare sectors, where she has tackled some of the most challenging and high-stakes recent cases.
Prior to her tenure at the FTC, Jennifer led complex litigation and investigations for the Department of Justice, primarily under the False Claims Act, the Anti-Kickback Act, and the Financial Institutions Reform, Recovery, and Enforcement Act.
In private practice, Jennifer’s extensive background and experience in regulatory litigation extends to consumer protection and securities regulatory investigations. Her commercial litigation work at Hogan includes handling multi-district litigations and class actions, and successfully resolving government probes.
Jennifer is committed to pro bono work, ranging from working with the Innocence Project on behalf of death row inmates to bringing Establishment Clause claims against government agencies. She has successfully represented inmates in civil rights lawsuits and asylum applicants in Immigration Court.
Early in her legal career, Jennifer served as a law clerk to the Honorable Raymond P. Moore of the U.S. District Court for the District of Colorado.
