Kevin Downey works with both energy suppliers and large consumers of energy in advising and representing their interests in energy regulatory and commercial matters.

Kevin has a wealth of experience in traditional natural gas and electric regulatory matters before the Federal Energy Regulatory Commission (FERC) and state commissions, including rate and tariff proceedings, project and transactional approvals, and compliance matters. He also practices before federal courts in appellate proceedings involving challenges to FERC orders.

In addition to advising clients on the energy regulatory implications of commercial transactions, Kevin's background in the industry provides him with the knowledge to assist clients in evaluating the commercial elements of a transaction. Kevin has advised a wide variety of clients on energy issues, including natural gas pipelines, gas and electric utility companies, rural electric cooperatives, renewable energy companies, natural gas producers, and major retail consumers.

Kevin graduated from the Dickinson School of Law in 1990, where he was comments editor of the Dickinson Law Review. Before joining Hogan Lovells in 2000, Kevin served as treasurer of the Energy Bar Association and as president of the Foundation of the Energy Law Journal.
