Mauricio is a highly skilled practitioner in environment, regulatory matters, administrative litigation, health, and occupational safety, for the legal operation of industrial, services and commercial establishments.

He has experience in the whole range of regulation applicable in those fields, from environmental impact, land use, urban development, air emissions, hazardous materials & waste, polluted sites’ remediation, climate change and exploitation of natural resources; to ESG, sanitary regulations, health care and life sciences; domestic and international trade, product stewardship and liability and consumer protection. He has continuous interaction with developers and other legal practices and technical disciplines in determining feasibility, regulatory planning, permitting, sustainability, government negotiation, and implementation of infrastructure, real estate, mining, metallurgical, hydrocarbon, clean and conventional energy projects.

Mauricio participates in merger and acquisition procedures to determine the degree of compliance with the provisions applicable to operations in Mexico, identify contingencies and generate action and corrective plans; including, Sustainability and ESG policies implementation. He has been active in various infrastructure projects of national relevance, including the New Mexico City Airport and the Nichupté Bridge, advising on environmental compliance and with environmental and social performance criteria, required by credit institutions.

He also has extensive experience with administrative and judicial litigation of national relevance, including the recent coordination and successful execution of actions against the Federal Government that affect clean energy generators and the right of everyone to a healthy environment, as well as related to the responsibility for environmental damage resulting from the generation and management of hazardous materials.     

Representative experience

Legal advice on regulatory and environmental matters as sponsor in a US$1 billion loan for the project financing of one of the most important airports in Mexico

Advised on urban development and environmental matters for the construction of a vehicular bridge, the Environmental Impact Assessment, identification of relevant stakeholders, and legal strategies

Assistance in the strategy of the integral relicensing for the operation of a hazardous waste disposal facility requiring its updating and adaptation based on new legislation due to the Energy Reform.

Comprehensive advice on environmental, regulatory, agrarian, real estate and corporate matters related to the construction and operation of a hazardous liquid waste recycling plant

Advice to client for the process of obtaining approval for the conclusion of a remediation program for environmental liabilities of an industrial site with historical contamination in Mexico City

Advice in the modification and regularization of environmental, urban development and local operation permits for the nine plants in Mexico of one of the largest consumer goods companies in the world

Execution of a protocol for documentary and on-site review of regulatory, environmental and health and safety issues at mining facilities to validate and ensure ongoing compliance of operations

Legal advice on regulatory and environmental matters in connection with wastewater discharge scheme through a state government infrastructure generated by the client's maquila operation

Update the method to determine Co2 equivalent emissions based on new legislation, and advice on the applicability of the obligation to register emissions in the Pollutant Release and Transfer Register

Legal advice for crisis management derived from a potential accidental discharge due to atypical rainfall at the client's mining operation
