Sinéad has extensive experience of advising government ministers and the Prime Minister's office on public law, financial services and sanctions, post financial crisis reforms and EU trade policy. As a PRA lawyer, Sinéad advised banking supervisors on authorisations, changes in control, senior manager approvals, governance and board effectiveness, capital and liquidity requirements, remuneration, operational resilience, depositor protection and recovery planning and resolution. In her role as former Head of Legal at the Bank of England Sinéad was legal adviser to Governor Mark Carney on all aspects of EU Withdrawal.
Sinéad gets the regulators' approach to supervision, investigations and enforcement and advises clients on how best to manage relations with the regulators.
Sinéad understands the EU institutions well and in addition to advising DG Competition and DG Trade officials on policy and strategy, she has appeared as advocate in the Court of Justice of the EU in Luxembourg and in the WTO dispute settlement body in Geneva.
Advised a firm on its application for authorisation by the Prudential Regulation Authority.
Advised a financial institution on how best to manage relations with the regulator.
Advised the Prudential Regulation Authority on the introduction of the Senior Managers and Certification regime and on decisions relating to the approval of senior managers.
Advised the Prudential Regulation Authority on its powers and obligations in the context of supervisory discretion, investigations and enforcement*
Advised the European Commission on anti-trust, state aid, anti-dumping and anti-subsidy duties. Appeared as advocate in the Court of Justice of the EU and the WTO Dispute Settlement Body in Geneva.*
Advised the UK Prime Minister's office on the EU responses to the global financial crisis, the interpretation of EU Treaties and the creation of the EBA, ESMA and EIOPA.*
Advised the Chancellor and HM Treasury officials on the scope of the government's powers under the UK, EU and UN financial sanctions regimes. *
Advised Bank of England Governors and Executive Committees on all aspects of EU withdrawal. *
Advised Bank of England Governors and Executive Committees on the Financial Services and Markets Act 2023 and helped to shape the post Brexit UK legislative architecture.*
