Steve Barley is a Partner in Hogan Lovells’ Baltimore office. He is recognized as one of Maryland's top commercial litigators and has a proven track record of obtaining successful results for his clients. Steve’s practice focuses on complex business litigation matters, including claims of fraud, breach of contract and business torts. He handles class actions, derivative and consolidated proceedings, and is frequently consulted to help clients assess and reduce risk in advance of litigation.
Steve believes good outcomes result from effective and successful advocacy, sound strategic planning, and hard work. He believes that a lawyer should first understand his client's business, especially in high-stakes controversies, and how a resolution might influence a its goals. Once he understands that, he tailors the strategy toward advancing those goals, whether in court or across the bargaining table.
Steve has a particularly deep understanding of the life sciences industry, and has handled many matters for a wide variety of pharmaceutical, biotech, and device companies – large and small, public and private, based in the U.S. and abroad. He provides knowledgeable representation to some of the world’s most innovative life science companies. His practice goes beyond common commercial disputes – he is also has a keen comprehension of supply chain structures and the pricing, marketing, and reimbursement issues related to various government programs. He's likewise has extensive experience with disputes surrounding collaboration, co-promotion, distribution, and other partnering agreements.
Steve is a fellow of the American College of Trial Lawyers and has been recognized by Best Lawyers in America for bet-the-company and commercial litigation. Steve helps lead our global life sciences litigation practice and previously served as the Baltimore Office Managing Partner. He received his B.A. degree from the University of Virginia and his J.D. from the University of Maryland.
