Anne Carpenter is a seasoned legal professional specializing in civil and criminal cases, with a focus on guiding clients through complex multi-agency government investigations and enforcement actions. Her experience includes conducting corporate internal investigations, navigating suspension or debarment proceedings, and providing comprehensive corporate compliance counseling advising clients on strengthening their corporate compliance programs in tandem to civil or criminal enforcement, or proactively, to mitigate business and enforcement risk.
Anne's extensive background encompasses the representation of both corporate entities and individuals in criminal enforcements related to environmental matters arising under as the Clean Air Act (CAA), the Clean Water Act (CWA), and Title 18. She also routinely handles civil enforcement matters under the CWA's National Pollution Discharge Elimination System permit program and its state-delegated equivalents.
With a keen understanding of technically complex matters, Anne’s counsel to clients in energy, manufacturing, critical infrastructure, and other highly regulated industries focuses on strategy that incorporates complex business and technical realities. She is particularly adept at assisting energy clients with mitigating and anticipating the consequences of enforcement to federal contract and funding issues in accordance with federal regulations and agency supplements.
In addition to her litigation work, She has been appointed to independent monitor teams tasked with overseeing the implementation of external and internal corporate compliance mandates.
