Regina de Lira is an associate in the Infrastructure, Energy, Resources, and Projects (IERP) practice group. With an in-depth understanding of both the public and private sectors, Regina assists in providing clients with strategic guidance to overcome complex legal challenges and navigate regulatory landscapes to achieve socio-economic progress in the region.
She has dedicated her practice to both public and private sectors, with a focus on human rights, administrative, financial, corporate, transactional, and FinTech law.
During her time at the firm, Regina has gained experience advising sub-sovereign and infrastructure project financing, particularly those aimed at improving public service delivery, and she plays a key role in complex contracting projects involving intricate financial schemes. Her experience extends to the FinTech sector, where she guides Mexican and international companies through the complexities of their operations while ensuring regulatory compliance. Alongside her team, she has established a strong track record of successfully meeting the financing needs of clients in an ever-evolving market.

Advise on structuring a US$600 million project to enhance Nuevo León's water supply, with a sophisticated three-tier approach covering construction, securitization, and senior financings.
Assistance in a cross-border flagship transaction of a US$400 million syndicated credit.
Assistance in the representation of various states and municipalities in debt refinancing and restructuring.
Legal consulting on public policy projects focused on strategic criminal prosecution & analysis of criminal phenomena, including matters on torture, enforced disappearance, and femicide in Mexico.*
