"Robert Gardener has been a key individual for us. His deep insight into government and public affairs allows the department to give a political and media angle to their assistance which has made it much more practically valuable for us."

Legal 500, Administrative and Public Law (Tier 1), 2022

Robert Gardener is a former Civil Servant in the Cabinet Office, Director in the Government of Abu Dhabi, and senior adviser to global corporations, governments and not-for-profit organisations.

Robert works alongside lawyers throughout the firm to ensure our legal advice is strongly infused with a public policy perspective, to help provide clarity to clients on regulatory environments, and to inform clients' current and perspective business decisions on which government policy may have an impact. That is why we are the only firm top-ranked by Chambers UK, for both Administrative and Public Law and Public Affairs, and by Legal 500 for Administrative and Public Law.

Robert is also Chair of the firm's UK2030 programme, which brings together specialism and experience from across Hogan Lovells to understand, engage and act on the principal risks and opportunities for businesses in the current decade, and a member of the Global Regulatory & IPMT Leadership. He is a member of a number of Government expert advisery panels, including Global Travel and National Security and Investment, and regularly advises Central Government on the business and regulatory implications of policy considerations.

In February 2023, Robert was appointed by the Ministry of Justice to be one of two Lay Advisers to the Northumbria Multi-agency public protection arrangements ("MAPPA"). He is also a College Mentor at Durham University, where he read Law.
