Kathy Chang is an experienced English law qualified energy and infrastructure finance lawyer with a main focus on renewable energy (offshore wind in particular). She has worked on some of the most complex energy and infrastructure projects around the world, including renewable energy and digital infrastructure. Kathy is also qualified as a solicitor in New Zealand, Australia (New South Wales) and Hong Kong SAR. Kathy has been selected as the Rising Star: international practice by IFLR Europe Awards 2024 recently.

Prior to joining Hogan Lovells, Kathy completed her legal training and spent almost 7 years with a magic circle law firm (in both Europe and Asia) specialising in project finance of large, complex and multi-sourced energy and infrastructure projects. 

Representative experience

Advising Northland Power International and Orlen SA on the development and EUR 4.4 billion project financing of the 1.2GW Baltic Power offshore wind project in Poland

Advising Northland Power Inc. and Yushan Energy Company Ltd. on the project development of the 1,044MW Hai Long offshore wind farm in Taiwan.

Advising Mediobanca S.p.A. and Natixis S.A. on the financing package supporting Energy Infrastructure Partners (EIP)’s equity investment in Italian energy company ENI Plenitude.

Advising a bank consortium on a > EUR 1 billion financing package for the Frankfurt data centre operator Maincubes.

Advising optical fibre company goetel GmbH on the EUR 345 million financing of a fiber network expansion with a consortium of 7 international and local banks.

Advisinga leading UK infrastructure investor on the preparation and negotiation of financing documentation and refinancing of a geothermal project in Germany.

Advising Glennmont Partners in relation to the 900MW Borkum Riffgrund 3 offshore wind farm in Germany (developed by Ørsted).*

Advising wpd AG on the €2.7bn project financing of the 640MW Yunlin offshore wind farm project in Taiwan (financing group included19 international banks and local Taiwanese banks and three ECAs).*

Advising international and Taiwanese lenders and ECAs in connection with the financing of the Formosa 2 offshore wind farm project in Taiwan.*

Advising Syngenta AG in relation to a number of bilateral loan agreements.*

Advising GlobalWafers in relation to its proposed takeover of Siltronic AG (US$4.5bn).*

Advising wpd AG on the project financing of the 350MW Guanyin offshore project in Taiwan.*

Advising Bank of China in connection with a trade financing facility provided to a borrower in the Cayman Islands with operations in South East Asia.*

Advising a Chinese bank in relation to a financing transaction provided to a major bank in Germany.*

Advising China Development Bank on the financing of the Volvo’s OEM factory project in Sweden.*

Advising Deutsche Bank in connection with a facility provided to a Chinese entity for the purposes of purchasing a waste management asset in Spain.*

Advising IFC on its various investments into companies in Indonesia (including green bonds and gender bonds) and China.*

Advising the borrower in connection with a loan provided by the Asian Infrastructure Investment Bank.*

Advising the lender group on the 2x660MW HUB coal fired power project financing in Pakistan.*

Advising the sponsor on its participation in the project financing of the development of Webb Dock in the Port of Melbourne, Victoria.*

Advising Vung Ang II Thermal Power Joint Stock Company on all aspects of the 1,200 MW Vung Ang 2 thermal power project in Vietnam.*
