Alex assists clients from various industry sectors on the full spectrum of environmental issues, including regulatory and compliance, administrative enforcement actions, litigation and transactional matters.

In his practice, Alex represents regulated entities in administrative enforcement actions and litigation  brought under environmental statutes, including the Clean Air Act and the Toxic Substances Control Act. Alex also counsels clients on navigating complex compliance issues related to the full suite of federal environmental and natural resource laws.

He has prepared comments on behalf of clients for federal rulemakings before various government agencies, such as the Environmental Protection Agency, the Federal Energy Regulatory Commission, and the Securities and Exchange Commission. Alex has also represented clients in litigation challenging federally promulgated rules under the CAA.  

During law school, Alex was a judicial intern for the Honorable David J. Novak of the United States District Court for the Eastern District of Virginia.

Representative experience

Represent client in administrative enforcement action and subsequent litigation brought under TSCA.

Represented electric utility in litigation challenging Title V permit in U.S. Court of Appeals for Eighth Circuit.

Counseled electric utilities on New Source Review permitting.

Advised clients on the implications of climate change-related policy and litigation.

Assisted electric utility prepare for Regional Haze Program’s second implementation period.

Advised client on obtaining CWA permitting for facility expansion.

Conducted environmental due diligence on behalf of American financial institutions for funding of various renewable projects across country.

Prepared comments on behalf of industry groups on major environmental rulemakings under CAA, CWA, and NEPA.
